Job Description / Duties

Working with the Assistant Director, the Program Manager will coordinate the development, management, implementation, promotion, and evaluation of a portfolio of programs including both for-credit and non-credit programs. This includes: modifying existing programs based on market research and analysis, establishing and cultivating contacts, marketing programs, and evaluating all aspects of programs including instructional quality, curriculum relevance, delivery mechanisms and fiscal viability. The Program Manager will demonstrate exceptional ability to manage multiple responsibilities and projects, as well as impecable attention to detail as they lead a team of contractors through the program development process.

Working with the Assistant Director, the Program Manager will also support key Corporate Training projects as needed. This would include assisting with needs analysis, identifying training solutions, and leading a team of contractors through a custom training development project. The Program Manager will demonstrate superior client service and communication skills as the key point of contact for the project.

The Program Manager is responsible for managing a large, complex portfolio of programs within a unit or a department. Implements and manages program activities and facilitates ongoing program market research, development, marketing and evaluation. Responsible for the overall quality of program services and responds to evaluation data to make ongoing program improvements, and for managing the program budget and forecasting projected resource needs. Collaborates with internal and external partners and manages a variety of relationships

Existing Programs:
 Leads curriculum development and instructional design of courses and programs. The level of involvement may vary by project, but works with subject matter experts, and often instructional designers, to develop curriculum.
 Make recommendations and updates to programs by either updating the curriculum and instructional design, or updating the program to reposition it in the marketplace.
 Hire, supervise and evaluate course developers, instructional designers, consultants and subject matter experts.
 Develops, implements and evaluates marketing plan activities including advertising, relationships with professional associations, prospect development, retentionplans, and cross selling with other programs.
 Manages the delivery of new programs and courses including scheduling, selecting delivery formats, ordering texts and materials, and liaising with instructors/facilitators
 Manages financial aspects of programs including developing budgets, setting fees, establishing enrolment and financial forecasts, ensuring maximum productivity, and meeting profitability objectives

Corporate Training:
 Work with the Assistant Director, instructors and others, contributes to training proposals for corporate clients.
 Acts as a consultant to corporate clients providing services such as needs analysis and assessment, benchmarking, training design, instructional design, and training evaluation.
 Negotiates and prepares contracts and agreements with corporate clients, which include prices, program content, schedule and services.
 Contributes to a marketing and business development plan for corporate training, and manages aspects of the plan.

New Programs:
 Conducts primary and secondary research on new program concepts to determine viability.
 Working with a departmental committee, develops and critically evaluates concepts and alternatives, designs and formats for new programs.
 In consultation with Assistant Director or Director, develops detailed program financial forecasts, business cases and proposals for new programs.

Qualifications / Required Skills

The successful candidate will hold a Bachelor’s degree in a relevant field, one year of supervisory experience, and a minimum of 4 years of relevant experience. Relevant experience includes e-learning, curriculum development, instructional design, adult education, training & development, business administration, market research, project management, financial and budget planning, and human resources. The Program Manager will have ongoing responsibility for hiring and supervising 10 or more casual/contract employees at any one time.
Success in this position requires exceptional analytical skills, and a demonstrated track record of excellence in execution. Adept at planning, prioritizing, and effectively managing complex projects, you consistently deliver high quality projects within established deadlines. Superior communication skills are required to develop relationships with key industry stakeholders through all phases of new program development.
