2017-2018 Elections Committee Guide
Purpose:
The role of the committee is to recruit and develop a list of volunteers willing to stand as candidates for election to serve in soon to be vacant board of director positions, and to manage the elections process for the Association prior to the Annual General Meeting (AGM) of the Association at which the Board of Directors is to be approved. Elections will be held in accordance with CACEE By-Laws.
Duties:
- Identify the board positions that will be up for election and subsequent appointment at the AGM either through the term of office expiring or due to a board member vacating a position prior to its term conclusion.
- Prepare or review and revise position descriptions for all to be vacant board positions.
- Develop a standard recruitment package including an information kit on the association and the position. (Position description, brief overview of association, board list, financial statement, insurance coverage, elections process).
- Identify potential candidates that have the pre-requisite skill set for each position. Identify who is to contact the potential recruits for each position and establish a timeframe for reporting back to the chair.
- In recruiting candidates, the Elections Committee should be mindful that the candidates represent the membership to the extent possible. Consideration must be given to broad regional representation, and to diversity of sectors. To the extent possible, both colleges and universities should be represented among the candidates. To the extent possible, a variety of employer sectors should be represented.
- Committee members to make personal contact with identified candidates and encourage them to seek a nomination. If interested, provide information kit. Advise Chair either way.
- Chair to advise the Board of the list of candidates that have agreed to let their name stand for election, and also where any remaining vacancies are and what is being done to find candidates for them.
- Digitally publish a “call for nominations” to all Full Members, inviting them to nominate themselves, or others, for soon to be vacant Board positions.
- Accept nominations for the offices of President-Elect and National Board directors, in accordance with By-law 36.
- Balloting for contested elections will begin in accordance with By-Law 36.7 which states: Online voting will be made available to each Full Member and Life Member entitled to vote on the first business day of April, with the deadline for receiving votes being noon (1200 hours) Eastern Daylight Time on the last Wednesday of April. Votes received after this date will not be counted. To be eligible to vote, a Full Member or Life Member must be in good standing, by having paid any prescribed membership dues for the current year. - On and at the appointed date, time and place, count the ballots for election, in accordance with By-law 36.
- At the first meeting of the National Board following the election, report the outcome of the election, indicating the names of those elected and acclaimed, and identifying any seats declared Vacant.
- Report to the members on the outcome of the Elections at the next AGM. Solicit nominations for Vacant positions from the floor of the AGM.
Composition of the Committee:
- Comprise of more than one (1) but less than four (4) Full Members and/or Life Members, including the chair and should be representative of both the education and employer members wherever possible. The chair of the Committee will be the Immediate Past-President. Except for the Immediate Past-President, no member of the Committee shall be a serving member of the National Board, or a candidate actively seeking election
- The Executive director is a member of the committee but will limit their contribution so that they do not engage in conversations regarding the suitability of candidates.
